WASHINGTON, DC (July 14) – Kilpatrick Townsend & Stockton announced today the addition of attorneys Julie Domike and Alec Zacaroli to its highly-recognized Environmental Team. Ms. Domike joins as Partner and Mr. Zacaroli joins as Counsel. Both will work from Kilpatrick Townsend’s Washington, DC office which now has nearly 80 attorneys.

Julie Domike’s broad-based environmental law practice encompasses matters related to stationary and mobile sources under the Clean Air Act. Ms. Domike’s practice includes enforcement defense, reviewing and challenging Environmental Protection Agency (EPA) rules, and the implementation and interpretation of rules, particularly New Source Review (both present and historical) and mobile source regulations. Her practice as it relates to stationary sources includes interaction with the EPA and states on rulemaking, providing compliance counseling, advising on New Source Review and Title V permitting matters, and defending sources in federal and state enforcement matters. Ms. Domike’s mobile source experience involves rulemaking, compliance counseling, engine certification, rule interpretation, and defending companies in federal enforcement matters. Her work in the area of regulatory matters includes rule development as well as challenges before the U.S. Court of Appeals for the District of Columbia.
Ms. Domike has represented numerous companies in negotiations with the U.S. Department of Justice and the EPA in single-source settlements for both stationary and mobile sources, as well as numerous refining companies in global settlements affecting multiple refining facilities. Julie Domike and Alec Zacaroli recently completed the third edition of the Clean Air Act Handbook, which is being published by the ABA in July 2011.
Ms. Domike earned her J.D. from Georgetown University and her A.B., cum laude, from Mt. Holyoke College. She is recognized by Best Lawyers in America and Chambers (Environmental Law), and has achieved the honor of Corporate Counsel Top Lawyers.
Alec Zacaroli's practice involves both environmental litigation and regulatory counseling. Mr. Zacoroli has a comprehensive environmental law practice, with a particular emphasis on federal and state air pollution control law. His practice includes representation of large multinational corporations in environmental enforcement matters, toxic tort litigation, regulatory compliance counseling, administrative challenges to federal and state rulemakings and other agency actions, and due diligence. Mr. Zacaroli also has expertise in Clean Air Act law and experience litigating and counseling clients with respect to Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Resource Conservation and Recovery Act (RCRA), the Clean Water Act, and other federal and state pollution-control laws.
Prior to becoming an attorney, Mr. Zacaroli worked as an environmental journalist for seven years, both on daily newspapers and with the Bureau of National Affairs, Inc. He is involved in the community as well as the co-founder of 25:40, a non-profit organization dedicated to helping children impacted by AIDS in southern Africa.
Mr. Zacaroli earned his J.D. from American University Washington College of Law, cum laude, and his B.A. (Journalism) from George Washington University.
